signature -- the signature of a symmetric matrix with rational entries

Usage:

signature(M)
Inputs:
- M, a matrix, a symmetric matrix with rational entries
Outputs:
- an integer, the signature of M

Description

This computes the signature of the symmetric matrix M with rational entries.

i1 : signature(matrix{{1,-2,3/5},{-2,-16,9},{3/5,9,13}})

o1 = 1
